RE: Minutes of the Special Common Council Meeting held December 1, 2003.
Mayor Boughton called the meeting to order at 7:00 P.M. The Pledge of Allegiance and Prayer were offered. The members were recorded as:
PRESENT – McMahon, Nolan, Burns, Trombetta, Calandrino, Cavo, Esposito, Saadi, Barry, Visconti, Steinard, Urice, Bingaman, Teicholz, Basso, Nagarsheth, Payton, Riley, Saracino, Seabury, Stanley

NOTICE OF THE SPECIAL MEETING – There will be a Special Meeting of the Common Council on December 1, 2003 at 7:00 P.M. in the Common Council Chambers in City Hall to act on the items below. Mr. Saadi made a motion to accept the call and return of service. Seconded by Mr. Nolan. Motion carried unanimously.
PUBLIC SPEAKING – No members of the public addressed the Common Council.
1 – RESOLUTION – Regular Meeting Dates of the Common Council:
RESOLVED by the Common Council of the City of Danbury:
THAT the regular meetings of the Common Council of the City of Danbury for the 2003-2005 term shall be held at 7:30 P.M. in the Common Council Chambers in City Hall, 155 Deer Hill Avenue, Danbury, Connecticut on the following dates:
January 6, 2004 January 4, 2005
February 3, 2004 February 1, 2005
March 2, 2004 March 1, 2005
April 6, 2004 April 5, 2005
May 4, 2004 May 3, 2005
June 2, 2004 (Wednesday) June 7, 2005
July 7, 2004 (Wednesday) July 6, 2005 (Wednesday)
August 3, 2004 August 2, 2005
September 8, 2004 (Wednesday) September 7, 2005 (Wednesday)
October 5, 2004 October 4, 2005
November 4, 2004 (Thursday) November 3, 2005 (Thursday)
December 7, 2004 December 6, 2005
Each such date being the first Tuesday of the month, except for June 2004 to allow for Memorial Day, July 2004 to allow for the Fourth of July, September 2004 to allow for Labor Day, November 2004 to allow for Election Day, July 2005 to allow for Fourth of July, September 2005 to allow for Labor Day and November 2005 to allow for Election Day.
Mr. Nolan made a motion to adopt the resolution and confirm the regular meeting dates of the Common Council. Seconded by Mrs. Basso. Motion carried unanimously.
2 – RESOLUTION – Special Meetings of the Common Council
1. WHEN HELD – Special Meetings of the Common Council may be held whenever, in the opinion of the Mayor, or in his absence the Acting Mayor, the interests of the City shall require, and shall be so held whenever seven (7) members of the Common Council shall so require in writing.
2. WARNING – All Special Meetings of the Common Council shall be warned by a written or printed Notice signed by the Mayor, or the Acting Mayor, left with or at the usual place of abode or place of business of each member of the Common Council to be convened not less than 24 hours before the hour specified for said meeting.
Said Notice shall specify the time and place the meeting is to be held and shall be directed to any police officer or constable of the City to serve and return.
3. RETURN OF SERVICE IN WRITING – The Return of the Police Officer or Constable serving Warning of any Special Meeting of the Common Council shall be evidence that such meeting has been warned as stated in such return.
4. ITEMS TO BE CONSIDERED – Only those items of business listed on said Notice shall be considered, discussed and acted upon.
Mr. Saadi made a motion to adopt the resolution as read. Seconded by Mrs.
Saracino. Motion carried unanimously.
3 – Election of Common Council President
Mrs. Basso made a motion that Vincent Nolan be elected as Common Council President. Seconded by Mr. Urice. Mr. Seabury made a motion to close the nominations. Seconded by Mrs. Saracino. Motion carried unanimously. Motion to elect Vincent Nolan as Common Council President carried unanimously.
There being no further business to come before the Common Council a motion to adjourn was made at 7:10 P.M. by Mr. Steinerd.
