SHELTER PROGRAMS COORDINATOR

DUTIES AND RESPONSIBIITIES:
§ Responsible for the operation of the day center and for enforcing facility and program rules for both the Day and Evening Programs
§ Assesses social services needs of persons using the day and night shelter programs with coordination with all Social Service Organizations whom service our clients.
§ Provides information and referral services to all homeless persons.
§ Ensures case management services are provided to those persons who do not have current case management by another service agency.
§ Works with the Housing Partnership to identify the needs of the City’s homeless population and the community resources available and negotiates for services to be provided on site.
§ Connects clients in accessing all applicable housing subsidies and/or programs through coordination with Dreamhomes and / or any point of entry program specified through the City of Danbury.
§ Connects clients with existing job search training and job training programs through the Department of Labor.
§ Develops and maintains positive working relationships with other community agencies, medical providers, landlords and state and local officials.
§ Evaluates the quality and effectiveness of programs provided at the shelter and recommends improvements.
§ Participates as active member on the Housing Partnership, any appropriate committees, collaborative and initiatives that will improve services and resources for homeless persons as directed by the Welfare Director and Director of Health, Housing & Welfare
§ Develops, recommends and implements policies and procedures for the City’s Shelter programs.
§ Oversees the use of the Day Center and Evening Program by coordinating Social Service Agencies that use the Shelter for operations and client meetings.
§ Abides by DSS and local regulations for the operation of emergency shelter programs.
§ Abides by all municipal and departmental procedures.
§ Timely preparation of grant reports as required by DSS, CDBG, and CEIP or others as required by the Director of Welfare and the Director of Health, Housing & Welfare
§ Supervises staff and the transition between Day and Evening programs
§ Involved in enhancing and improving as directed through the 10-Year Plan to End Homelessness, grant programs for clients (VA, DSS, Etc…) or others as directed by the Department.
§ Must be able to work outside regularly scheduled hours on an occasional basis.
MINIMUM REQUIREMENTS:

Understands the issues and problems facing homeless populations; extensive knowledge of community resources; skilled advocate; ability to supervise fairly and effectively; ability to work cooperatively with agencies, communities and governmental entities; ability to develop and coordinate programs within the scope of funding and governmental guidelines; ability to work effectively in a pressure, emotionally charged and sometimes chaotic environment; ability to act independently to ensure safety and the effectiveness of the programs and capable of gathering information and preparing reports accurately.
Education and Experience:
Solid understanding of the issues and problems facing homeless populations; extensive knowledge of community resources; skilled advocate; ability to supervise fairly and effectively; ability to work cooperatively with agencies, communities and governmental entities; ability to develop and coordinate programs within the scope of funding and governmental guidelines; ability to work effectively in a pressure, emotionally charged and sometimes chaotic environment with the ability to act independently to ensure safety and effectiveness of the programs and capable of gathering information and preparing reports accurately.
Bachelor’s Degree in Social Work or related field with experience in social services field. Must have experience working directly with the homeless population and shelter operations. In lieu of Bachelor’s Degree, will accept a high school diploma with related formal training/certifications in the Social Services field and 3+ years experience working directly with the homeless population and shelter operations.
1+ years supervisory experience required.

Supervise all day center and evening full and part-time staff

Supervised by the Director of Welfare and Social Services and ultimately the Director of Health, Housing & Welfare
