Roll Call

Chairman Michael Finn called the meeting to order. In attendance were Commissioner Frank Caracansi, Commissioner Geraldine George, and Corporation Counsel Eric Gottschalk.

Minutes of November 15, 2005 meeting
Commissioner Caracansi made a motion to amend the previous meeting’s minutes to show that there were Danbury Police Officers in attendance and that there was a rather lengthy discussion regarding the Sergeant’s list that is due for extension in December 2005. Commissioner George seconded the motion. The motion passed unanimously.

Police Sergeant Promotional List

Commissioner George made a motion to extend the Sergeant’s promotional list for six months to June 30, 2006. Chairman Finn seconded the motion. Commissioner Caracansi feels it is a poor precedent to set since most exams (lists) have been extended for one year. He sees no reason not to renew this list for one full year. He abstained from voting on the motion. There was some discussion from the police officers present if they could discuss this matter. Chairman Finn explained that there was no open discussion on this matter because it was not part of the agenda. Corporation Counsel Gottschalk stated that public attendance is permitted. Public participation is not permitted and it is not required.

Commissioner Caracansi put forth a motion to table the motion to extend the Sergeant list for six months. Commissioner Caracansi also put forth a motion to open the meeting to public discussion. There was discussion from Corporation Counsel Gottschalk that a motion to waive the rules to allow public discussion was needed. The motion to open the meeting to public discussion was not passed.

The motion to extend the Sergeant’s promotional list for six months passed with one dissenting opinion.

Commissioner George made a motion that the meeting be adjourned. Chairman Finn seconded the motion. The motion passed unanimously.
