Snow Emergency Protocol 2009-2010

In an effort to better serve our residents, the City of Danbury is initiating a three-level snow emergency system to assist our emergency services and public works crews. These steps will help define the necessary precautions to ensure that our streets are clean and safe immediately following a snow or ice storm.

Snow Emergency Level 1- All vehicles are prohibited from parking on city streets. All vehicles must be removed no later than two (2) hours after the start of a winter storm, and may be returned after all snow-and-ice-control operations have ceased. If residents have no other place to park, the Patriot parking garage will be open free of charge for the duration of the storm. Vehicles on city streets will be ticketed and towed.

All vehicles must be removed no later than two (2) hours after the start of a winter storm, and may be returned after all snow-and-ice-control operations have ceased. In addition, it is recommended that residents not travel on city streets unless it is absolutely necessary. If residents have no other place to park, the Patriot parking garage will be open free of charge for the duration of the storm. Cars on city streets will be ticketed and towed.- are prohibited from parking on city streets. Snow Emergency Level 3- All vehicles are prohibited from parking on city streets. All vehicles must be removed no later than two (2) hours after the start of a winter storm, and may be returned after all snow-and-ice-control operations have ceased. Travel on city streets is restricted to emergency vehicles, four wheel drive, and emergency personnel only. Level 3 is to be used in extreme situations only. If residents have no other place to park, the Patriot parking garage will be open free of charge for the duration of the storm. Cars on city streets will be ticketed and towed.

Notification Procedure - The notification procedure for a Snow Emergency includes employing the city’s "Reverse 911" notification system that will call specific neighborhoods affected by an emergency. Residents will hear a recorded message notifying them of a Snow Emergency and reminding them to remove parked cars from city streets. Free parking will be provided at the Patriot Garage during a Snow Emergency.

Removal of snow, ice from sidewalks:
(a) Every person owning or occupying any land fronting upon any sidewalk within the city shall, within four (4) hours of daylight immediately following the cessation of any fall of snow, or accumulation of ice thereon, cause the same to be removed, so that travel upon said sidewalk shall not be obstructed, dangerous or inconvenient, and upon failure so to do within the time limit, shall be punished as provided in Section 1-7
(g)   No person shall place or cause to be placed any snow, ice, sand or debris that obstructs, may obstruct or otherwise interfere with safe passage upon, or otherwise interfere with the regular and proper maintenance or drainage of any street, road, public highway, sidewalk or other public property in the city.
(h)   Any Danbury Police Officer or the director of public works or his designee, shall be authorized to issue citations providing for penalties of ninety dollars ($90.00) per violation for violations of this section.

Note - ATV’s or snowmobiles traveling on city streets will be ticketed. It is a violation of our city ordinance to shovel or plow snow into our city streets. Property owners are responsible for maintenance of sidewalks in front of their property.

***Patriot Garage will NOT be the free parking area for our snow emergency protocols on Christmas Eve, Christmas Day, New Years Eve, and New Years Day, it will be Bardo Garage.***
